1997 March

Founding Convention of Confederation of Taipei Trade Unions.

Union activists proposed the formation of TCTU.

July

"Response to the Amendment of Labor Laws" forum at Taipei County Confederation of Trade Unions.

Union activists again proposed the formation of TCTU.

August

Establishment of Tainan Haien Federation of Trade Union.

The TCTU preparatory Committee was formed to promote the establishment of TCTU.

October

The TCTU Preparatory Committee First Steering meeting was held at Taiwan Power Labor Union. Qualifications and criteria for the committee members were defined.

Taiwan Labor Front and The Labor Rights Association were invited as consultant groups to the committee.

November

The TCTU Preparatory Committee Second Steering Meetimg was held at Kaohsiung City Confederation of Trade Unions. 12 members were formally elected to the committee. These included representatives from the Kaohsiung City Confederation of Trade Unions, Kaohsiung County Confederation of Trade Unions, Tainan Haien Federation of Trade Union, Hsinchu Confederation of Trade Unions, Miaoli County Confederation of Trade Unions, Confederation of Taipei Trade Unions, Taipei County Confederation of Trade Unions, Yilan County Confederation of Trade Unions, Taiwan Petroleum Workers Union, Chunghwa Tele-communication Workers' Union, Ta-ton Industrial Union, Taiwan Power Labor Unions.

The meeting also resulted in a resolution to hold the "May Day Rally of National Labors Solidarity" in 1998.

December The TCTU Preparatory Committee Third Steering Meeting was held at Miaoli County Confederation of Trade Unions. Taiwan Railway Union joined the committee. The name of the committee was confirmed and the president of Tainan Haien Federation of Trade Unions, Mr. Fun Laichin, was selected as the convenor of the committee.
1998 February First convention of The TCTU Preparatory Committee was held at Confederation of Taipei Trade Unions.Taskforce/Workshop to research Labor Laws reform was established.
March Second convention of The TCTU Preparatory Committee was held at Kaohsiung County Confederation of Trade Unions. The slogan "The Dream of A New Society" for the May Day Rally of National Labor Solidarity was adopted.
April

Third convention of The TCTU Preparatory Committee was held at Taiwan Railway Union. The Taiwan Bus Workers Union joined as a new member of the committee.

The committee's critique and proposals for the Labor Law Amendment Act was published.

A press conference for "The Dream of a New Society" was held on the same day.

   
May 1 "The Dream of a New Society" rally was held on May Day.The rally promoted basic workers' rights including medical coverage and unemployment insurance, and raised opposition to privatization and unemployment. Over 25,000 people attended the rally, making it the largest May Day event in Taiwan's labor movement history.
July The president of Taipei County Confederation of Trade Unions, Mr. Lao Un, was selected as the second convener of the TCTU Preparatory Committee.
September Establishment of a working group to draft the constitution of TCTU.
October A protest was held in front of the Taiwan Council of Labor Affairs (CLA) to demand the amendment of Taiwan labor laws and to admit legal status of TCTU. Council of Labor Affairs was forced to admit legal status for TCTU and subsidized TCTU under this pressure from organized labors and supportive legislators.
1999 January The president of Kaohsiung City Confederation of Trade Unions was selected as convener of the TCTU Preparatory Committee.
May 1 A spontaneous rally for unemployment was attended by workers from twelve local level unions in Taipei.
July The president of the Taiwan Bus Workers Union became convener of the committee.
September The National Labor Conference was held in Kaohsiung. More than three hundred union representatives and leaders from Korea, Japan, and the Philippine, and Hong Kong independent unions attended the conference.
October

The Taichung City Amalgamated Industrial Unin established and became a member of the TCTU Preparatory Committee.

The TCTU Preparatory Committee decided that TCTU would be formally established in the year two thousand.

November The TCTU Preparatory Committee organized a study trip of thirty union representatives to visit KCTU, ICEM and other Asian labor federations and NGOs. .
2000 February

TCTU applied for official recognition from CLA.

Twentieth convention of The TCTU Preparatory Committee was held.

"Public Hearing on Labors: Examination of Presidential Candidates' Labor Policies" was held at Taiwan Railway Bureau. Among five Taiwan presidential candidates, Mr. Chen Shai-Ban and Mr. Lien Chan were present and promised to secure TCTU's legal status after the election.

After the hearing, the first official TCTU Preparatory Conference was held.

  The Second official TCTU Preparatory Conference was held. Organization statutes, working projects, and budge were discussed. The Taiwan Bank Union was admitted as a member of TCTU.Two staff were hired: Mr. Chou and Miss Huang.
March TCTU opened its office at 2F No.168 Nan-Chang Road Section 2, Taipei, 100, Taiwan.
  TCTU held the forum on "Labor Leaders and the President" and pushed the newly elected president Chen Shui-Bian to fulfill his promises on labor policy.
April The Third TCTU Preparatory Conference was held at the TCTU office. Criteria for representatives and preparation for the Establishment Ceremony were discussed.
May Establishment Ceremony was held on May Day, 2000. At the ceremony, five leading activists were awarded for their contributions to the labor movement. The first board of directors and supervisors were elected. Taiwan President Chen Shui-Bien and CLA chairwoman Chen Chu were present at the ceremony.
  The first Meeting of the Board of Directors officially elected the president of TPWU, Mr. Huang Chin-Hsien, as the first president of TCTU.
